Kermit has over three decades of experience in the development, implementation and administration of building and land development regulations. The provision of access in buildings and the integration of access standards into building codes have always played a key role in his work. He has worked on various code interpretation publications of ICC and has been involved in the development and presentation of education seminars for these codes and standards. Kermit has presented seminars on access in Oregon and Washington. Prior to coming to ICC, Kermit worked for the cities of Portland, OR and Seattle, WA as well as the State of Washington. He also had a brief flirtation with being an accessibility consultant specializing in the ADA, Fair Housing and other accessibility standards. Kermit was instrumental in the effort to place ADA consistent standards in the Uniform Building Code in 1991. That work formed a basis for Chapter 11 in the International Building Code. While in Washington, Kermit led the effort resulting in the State building code of Washington being the first to be judged equivalent to the ADA.
