Kenneth Shiotani is a Senior Staff Attorney at the National Disability Rights Network (NDRN). He earned his undergraduate degree from New York University in 1976 and J.D. from Brooklyn Law School in 1979. He worked in civil legal services representing low income people for over 29 years in upstate New York and in Maryland. He transitioned to disability rights work at NDRN in 2005. At NDRN he provides training and technical assistance to the national network of Protection & Advocacy programs, like Equip for Equality in Illinois, on ADA Titles I, II, and III, the Rehabilitation Act, Fair Housing and transportation. On behalf of NDRN he was an alternate member of the U.S. Access Board Rail Vehicle Accessibility Advisory Committee (2010-2012) and was an alternate member of the U.S. Department of Transportation Air Carrier Access Act Negotiated Rulemaking in 2016 which addressed the issues of service animals, accessible lavatories in single aisle aircraft and accessibility of In Flight Entertainment.

He spends his free time riding tourist excursion trains as well as light rail, commuter rail and Amtrak in different parts of the country. When possible, he takes advantage of work travel to use local public transit to and from airports.
