~ADA Coordinator Training Certification Program~

The Great Plains ADA Center and the University of Missouri-School of Health Professions Disability Studies and Policy Center will launch an ADA Coordinator Training Certification Program in conjunction with the 2010 National ADA Symposium.

2010 Symposium attendees who submit an application to participate in the ADA Coordinator Training Certification Program may apply the sessions they attended at the National ADA Symposium toward the completion of their ADA Coordinator Training Certification. A detailed description of ADA Coordinator Training Certification Program is provided below.

Overview of the ADA Coordinator Training Certification Program
Application

The ADA Coordinator Training Certification (ADA-CTC) is a three year certification that verifies the recipient has completed current, quality training from ADA experts that is essential to the required knowledge base of an ADA Coordinator. Recipients must demonstrate mastery of content knowledge through an on-line examination before receiving the ADA Coordinator Training Certification.

Rationale:

“Title II requires that public entities take several steps designed to achieve compliance…public entities with 50 or more employees are required to designate an individual to oversee title II compliance.” Regulatory Reference :28CFR 35.105-35.107;35.150 (c) and (d).

This obligation is met through assigning Title II compliance duties to an ADA Coordinator. However, in order to be effective, ADA Coordinators must

• have a strong understanding of ADA regulations and guidelines.
• be able to conduct self evaluations.
• establish and oversee grievance procedures.
• implement transition plans.
• monitor on-going progress.
• communicate policy within the organization and throughout the community.
• coordinate activities among a number of departments.
• identify and utilize appropriate resources.
• have access to a peer network for professional development and support.
• stay current on emerging ADA related activities and issues.

The ADA Coordinator Training Certification Program identifies high quality training from existing organizations such as the ADA National Network to create a training program that addresses the compliance duties of an ADA Coordinator specified by Title II of the ADA and provides ADA Coordinators with the tools and knowledge-base needed to be effective.

Requirements to Complete the ADA Coordinator Training Certification Program

1) Submit an on-line application to participate in the ADA-CTC Program. Go to Application
A fee of $100 is charged for administration and oversight of the certification. Approved applicants will receive updates on ADA regulations, guidance, and resources as well as notification of upcoming trainings that can be applied toward ADA-CTC credits. Note: 2010 National ADA Symposium attendees' application fee is $75.00.

2) Completion of a Pre-requisite course providing an introduction to the ADA. - choose 1 course:


3) Completion of 40 credits approved for the ADA-CTC as outlined below:

Foundation Level—18 credits total

Required Courses-13 credits
• Self Evaluation & Transition Plans (5.5 credits)
• Role of the ADA Coordinator (2.5 credits)
• ADA/ABA Guidelines (2.5 credits)
• Title I Guidelines (2.5 credits)

In addition, choose 2 of the courses listed below.--5 credits
• Effective Communications (2.5 credits)
• Public Rights of Way (2.5 credits)
• Reasonable Accommodation (2.5 credits)
• Emergency Preparedness (2.5 credits)

Electives-22 credits

Training applied toward elective credits must cover a specific ADA related topic. Examples include “ADA and Higher Education” or “Recreation Accessibility Guidelines”.On-site trainings, webinars, on-line courses, and audio-conferences may be applied toward the elective credits. Applicants are not required to complete foundation credits before elective credits Electives must be completed from at least five of the categories listed below:

Note:

ADA National Network’s regional ADA Centers on-site trainings, on-line courses, webinars and audio-conferences on specific ADA related topics may be applied toward the ADA-CTC.

Trainings offered by other organizations may also be applied toward the ADA-CTC. However, applicants must submit information regarding the training to the ACTC Program for review before credits are awarded in order to ensure the training meets the criteria established by the ACTC Program.

All requirements must be completed within four years of being accepted into the ADA Coordinator Training program.

4) Demonstrate mastery of content through an on-line examination.

The ADA-CTC was developed by the University of Missouri School of Health Professions Disability Studies and Policy Center and the Great Plains ADA Center. The program is coordinated and administered by the Great Plains ADA Center while policy and programming is overseen by the Disability Studies and Policy Center.

Why offer an ADA Coordinator Training Certification?

The ADA Coordinator Training Certification Program was developed in response to a need for both quality training on the Americans with Disabilities Act and a mechanism to verify completed training and depth of knowledge base on ADA issues. The ADA Coordinator Training Certification program addresses these issues by 1) identifying specific training content 2) quality sources of training, 3) verifying completion of training credits and training topics and 3) providing an examination to demonstrate mastery of content.

Do you have to be an ADA Coordinator to participate in the ADA Coordinator Training Certification Program?

No. The program is available to anyone who wishes to participate and meet the stated requirements.

How were the requirements for the ADA-CTC established?

The requirements are based on surveys of ADA Coordinators, focus-group feedback, and input from the ACC Program Advisory Board conducted over a two year time period.

A hallmark of the ADA Coordinator Training Certification Program is assurance that the training completed reflects the most current information available on ADA regulations and guidelines. The Program will provide timely updates on ADA regulations and guidelines, new ADA resources, and other pertinent information.

Is there a time limit on how long I can take to complete ADA Coordinator Certification Training Program?

Yes. Applicants must have completed all required credits within four years of being accepted into the program.

How do I submit a training completed outside of the ADA National Network for credit approval?

Applicants must complete a “Request for Approval” form and submit it to the ADA Coordinator Training Certification Program prior to attending the training or within 60 days of completing the training.

Who is responsible for approval of courses and maintaining records of completed credits?

The ADA-CTC Program is coordinated and administered by the Great Plains ADA Center. Policy decisions are made by an advisory board formed by the University of Missouri Disability Studies and Policy Center.
